Scrum is a framework for developing complex systems (of course). It's not specific to software which is an assumption handed down through folklore. I have to ask if scrum really is a framework intended to support the values and principles of the agile manifesto or if scrum is a framework and it happens to fit into the agile manifesto (or maybe there is not an intended, explicit connection).

Here's what I mean: Scrum is about self-organizing teams. Agile Manifesto (AM) is about people and collaboration - there is nothing explicit about self-organizing teams, yet such teams certainly support the values of the AM. Another case in point: scrum is about complex systems and, from what I've seen in scrum dot org, is mute on software. AM values "working software" over comprehensive documentation and the AM principles talk a lot about software. Scrum though is really, really effective in building software.

So I'm thinking that in the king's english, scrum is a framework that supports the AM but is not targeted as a support tool - there's a big intersection between the two but not a hierarchy. I do know that AM came after scrum.
