Scrum Says " Development Team is responsible for all estimates." however can there be any instance when Development team needs to clarify with product owner before publishing estimates? because Dev Team is self-organising. Please explain.

What does the Scrum Guide say about Product Backlog refinement, and which parties does it say are involved?
