Is there any recertification needed once you pass one of the scrum exams?

There is no need for recertification. Check out this link:

You *might* need to re-take exam after passing to bump your score but only if you plan to become a trainer (PST) yourself.

i have PSM I certification and i plan to be PST.

What happen if i fail in my second attempt ?

No. That is the beauty of scrum.org certifications. Once you know you know it. There is no way that you can't know it.
