Every Development Team should have one and only one Scrum Master.

It is ideal to have a 1-to-1 relationship between the Development Team and the Scrum Master, although there are circumstances where a Scrum Master may be asked to serve more than one Development Team.

A Scrum Master should have a solid understanding of Scrum, along with an understanding of team development, how to lead without authority, a servant's heart/attitude, empathy, and patience. That just touches the surface, though. This forum is much too small to list out all of the skills needed to be an effective Scrum Master.
