I know that this is supposed to be a big no no.  Please give me details on why this would always be a bad idea . The idea that 1 person does not have the time is not what I am looking for.  To me if person is an expert at all phases of scrum for a given project I see value of the dual role.

Have you checked to see if this combination is actually forbidden in the Scrum Guide?

The idea that 1 person does not have the time is not what I am looking for.

The combination is often excluded because a potential conflict of interest is foreseen.

To me if person is an expert at all phases of scrum for a given project I see value of the dual role.

Can you clarify what you mean by “all phases of Scrum”?
