Who is responsible for tracking the total work remaining in the Sprint Backlog to project the likelihood of achieving the Sprint Goal?

Perhaps, in a self-organizing team, it could be the first team member who notices that the projection needs updating. Then again, they might decide on some other arrangement. There’s little advantage in constraining a team’s options.

Who is responsible for achieving the Sprint Goal? Is that either the PO, dev team, SM or the entire Scrum Team?

According to the Scrum Guide, "The Development Team tracks this total work remaining at least for every Daily Scrum to project the likelihood of achieving the Sprint Goal".

The sprint goal tracking is by Dev team , while the goal at the product level will be tracked by the PO during sprint review. Chek Scrum guide for the below two topics .

I agree, with the statement quoted by Vishwanathan,
