Oracle Development and Agile

I have come across a developers (new to my team) who has stated that Oracle Development is not friendly and conducive to Agile Methodlogies (Sprints, stories, etc.).  I think this is inaccurate (actually I believe he is trying to pull the wool over my eyes).  This topic came up with he was assigned a couple of EPICS with stories and I was compliing the content of the first Sprint.  He would not commit.  He said 'well it is really not possible to develop in Oracle that way because it is either an all or nothing'.  

I find this very hard to believe but before I call him out on this, I was wanting some feedback form this group.  Anyone out there have experience in Oracle development and using Agile for managing the project?

Why is work being "assigned", rather than being pulled into progress by each developer according to a team plan and available capacity?

I was compliing the content of the first Sprint

Why are you "compiling the content" of a Sprint?

He would not commit

What are members expected to commit to, in this team?
