We have significant demand across our marketing teams. 

We are not able to complete the work at a rate to keep up with or match the rate our demand is growing. 

How do you decide to scale up or scale out a workload?

You need Product Owners with a clear line of sight to the value of each Product being marketed. They are accountable for this, and for how any marketing constraints inhibit value optimization. They might be able to make the case for bringing an appropriate marketing capability within each Scrum Team so external dependencies are minimized.
