Why is Scrum a Framework, not a Methodology?

Methodology


A methodology is a set of principles, tools, and practices that can be used to guide processes to achieve a particular goal. Usually, there is a prescriptive approach in a methodology that tends to replace the creativity, autonomy, and thinking of people.


Framework


A framework is a boundary that leaves room for other practices and tools to be included, but provides much of the process required. Usually, a framework is an abstract process with the freedom of selecting and using other concrete processes and practices in it.


Scrum Definition


Scrum is a lightweight framework that helps people, teams, and organizations generate value through adaptive solutions for complex problems. The Scrum framework is purposefully incomplete, only defining the parts required to implement Scrum theory. So, the Scrum Team on its own defines how it wants to create value through a variety of practices and tools.


Mandatory & Free parts of Scrum


Scrum combines limited defined boundaries with significant freedom, consisting of two parts: the mandatory part and the free part. The boundaries are the core Scrum elements and the rules binding them, which must be followed. The free part allows you to select various techniques, methods, and practices as needed. Scrum doesn’t prescribe specifics for this. It’s your choice.


Football Analogy


It’s similar to football, which has defined rules such as the number of players, the ball, the field size, etc. However, it doesn’t dictate how to play on the field, allowing creativity to flourish—that’s the beauty of the game.

 

Therefore, Scrum is a framework, not a methodology, technique, tool, or practice.
