Sure. If the Scrum Team has decided that having a Stakeholder in the room would benefit their improvement, it could make sense for the Scrum Team to invite a Stakeholder to the event. If a Stakeholder request to join the Sprint Retrospective, we would be skeptical of the proposal and likely say "No," but we would make our improvement items transparent during the next Sprint Review.
