What we as a company get from Scrum is the ability to use the Empirical Method to it utmost when trying to get good User Stories for the Scrum Teams. The way we have been able to use the Agile way within our teams has been a great leap forward as far as making the tickets we define hit all the three tenets. We have been able to make sure that when a ticket finally hits the ST that there is enough info and detail for the developers and testers to get the ticket to it's Done/Done state. We broke the rules a bit to make sure that the PMs/POs and ticket definers use a Definition of Ready to make sure a basic sense of detail is included before refinement can begin as well this helps us to make sure that the value of the work is 'baked into' user story. We deal with more maintainence, per se, than feature development, but we try to adhere to the same philosophy for defining tickets for both as well as having robust refinement sessions.
