How two or more Nexus integration teams ie NIT's dependencies can be managed?

Why would a Nexus Integration Team have any dependencies to manage at all? What circumstances would lead to this?

Isn't it the Scrum Teams within a Nexus which are expected to have dependencies that must be visualized and managed?
