What is the best approach to managing costs as the Product owner of a SCRUM Team implementing clinical HIT solutions?

Product Owners do not simply manage costs; they maximize product value Sprint by Sprint. Cost management is an integral part of accounting for value.

Is there is something about a "clinical HIT solution" which makes it special or different in this regard?
