Involving stakeholders in PI planning

My company has been struggling to get our stakeholders and teams, that do not actively plan during PI planning, engaged during PI plannings. Many times they are just sitting around and just sending emails. Has anyone experienced this before? If so, what are some ways/ideas to get them involved?

@John Hayes, Though PI planning is more related to SAFe, have you considered finding out why the stakeholders don't feel like getting involved?

Do they understand what's expected of them for the PI planning? Sometimes adding in context around what their contribution is and how they can come prepared can help bring up engagement. 

In the end, if they're not going to be present and participate I'd question their need to be there. I'd first rule out the above though. 

You could also try other facilitation techniques like Liberating Structures get them used to actively participating in the discussion.
