A Scrum Team in Integrated Information System

Scrum have one Product owner for one product, but what about IIS.

For example, if you have CRM and ERP systems to implement and to integrate main processes into one IIS, how many PO needs to work on this project? Can single PO handle ERP implementation as well as CRM?

If I can recall to the traditional approach, there would be team leaders in each team and you would have a single Project Manager.

I met with a start-up client a few months ago where they have one main product but they can't have one Product Owner due to the amount of work being done. So each theme of the product had one Product Lead.
