Serious Game for top-managers

Hi folks,

My managers are sticked in a pure top-down culture, even in their (unclear) strategy to inoculate a bottom-up Agile culture in the organization.
It looks like a big paradox to me...

I'm looking for a short serious game in order to create a switch in the mindset of my managers.
Ideally, I want a game they can play in less than 30 minutes. It will highlight the difference (better result) between top-down (command & control) and bottom-up (emergent) approches.

Any ideas will be very welcome !
