Product Owner : is he/she a member of the enterprise or not ?

Hi,

A Trainer in Scrum said that the Product Owner must not be a member of the enterprise but an external resource.

I didn't read in any books that the product owner must be an external resource.

Can you tell me if the Product Owner can be from the enterprise or can't be ?
