Devops, Agile and PBR

Many companies are running Plan, Build Run. I am opposed to this for the reasons here:

I've heard many people say that PBR meets various regulatory requirements around segregation of duty and so forth, and the DevOps can't be implemented in the regulated world. Interested in people's thoughts.

My deep apology for maybe such silly question but what is DevOps? No, of course I can find this info on Wikipedia and so on, but maybe somebody will share good article or video. Many thanks in advance.

I am not sure if somebody is interested about this but it was really very helpful book to understand what is DevOps and the role of DevOps in Agile (Scrum). Highly recommend.

I've read this book and the book is very interesting and describes what is DevOps.
