Guys, how can I introduce lean budget in a very old mindset company?
OOM estimation are done by managers, budget allocation is then based on those estimation which normally are wrong to the team (when they finally have the pleasure to see the requirement). Can you help? I am struggling!

These guys get it right! Velocity is only useful for planning what you can accomplish over a time period. It can't be used to compare teams nor even to measure the improvement of a team.
